Phoenix residents may be surprised to learn that upstream, before it gets completely gobbled up by farms and urban development, the Gila River actually flows. However, even in eastern Arizona the water level fluctuates dramatically from season to season and year to year. We like to think we control the river, but the Gila still comes and goes on its own terms. (The best place to find lots of water in the Gila River is actually New Mexico, but for Phoenicians like me that's quite a drive).
